Deep Freezer, debris, maggots and sewage

One of the neighbors has a deep freezer that has been outside for 3 plus weeks now that had rotten food. The deep freezer looks to be tied with a strap to try and keep and closed which failed. its leaking blood, maggots and the smell is horredous to the point where anyone close can smell this in their home.
