Excessive noise includes: construction at unreasonable hours, car alarms, loud music, barking dogs, and industrial operations.
What HRM Responds To
Construction noise outside permitted hours: (before 7am, after 7pm, Sundays)
Loud music or parties: (especially after 10pm or before 7am)
Ongoing car alarms: (more than 5 minutes)
Barking dogs: (hours on end, disturbing neighbors)
Industrial noise: (from businesses, factories)
What HRM doesn't respond to:
Normal traffic noise
Temporary events with permits
Neighborhood kids playing

Active disturbance during a call: Police dispatched (20-30 minutes if available)
Reported after the fact: HRM investigates and may issue a bylaw notice (2-7 days)
